Local Place Plan
Stonehaven Local Place Plan (LPP) has been prepared by the Stonehaven & District Community Council (SDCC) with significant voluntary assistance from the community. It has been informed by extensive public engagement and research, with the purpose of capturing how residents would like to see the town and its immediate environs develop in the short- and medium-term future.
Stonehaven's LPP was one of the first to be registered with Aberdeenshire Council. Once registered, LPPs will be taken into account in the preparation of Aberdeenshire's Local Development Plan, and are included in the reports for non-domestic planning applications to Kincardine & Mearns Area Committee.
Not just land, but Community Buildings too
In December 2025, Stonehaven & District Community Council used the Stonehaven Local Place Plan to inform our response to the proposed asset reduction of Shepherd's Hall by Aberdeenshire Council.
Page 16 of the Stonehaven LPP highlights the community facilities (including Shepherd’s Hall) which the SDCC wish to continue to be dedicated to community/public use in perpetuity, with a focus on ensuring that they are used to their full potential to the benefit of the community as a whole.

Town Centre Health Check
Aberdeenshire Council performs an annual Town Centre Health Check of Stonehaven and other main towns across the shire. The checks analyse the various factors that contribute to successful town centres, and the resulting reports enable an understanding of the vitality and viability of the various town centres. Whilst the results are not definitive of the well-being of a town centre, they give an evidence-based comparative perspective on this matter, and help in identifying actions that could be taken to improve and maintain their status.

NESTRANS Regional Active Travel Network
The vision for the Regional Active Travel Network is that it will enable more people to walk, wheel or cycle, more often, irrespective of journey purpose. The network aspires to:
a. Provide good quality links for the journeys that many people want to make;
b. Help make communities nicer places to live, work in and visit;
c. Work with other elements of the transport network, to help people make connections to/from bus, train and other modes of transport;
d. Complement other plans and proposals that Nestrans, Local Authorities and their partners have to improve transport;
e. Enable the region’s roads to still do all the other things they need to do: provide routes for buses, lorries, vans and cars, and ensure people can access their homes and businesses.
Aberdeenshire and Aberdeen City Councils will use the Regional Active Travel Network for consideration within their Local Transport Strategy delivery plans. It is anticipated that both local authorities will wish to continue consideration of the plan in relation to prioritisation and phasing over the short to medium-term. This provides the opportunity to more clearly articulate the anticipated delivery pipeline of projects.
The proposals will also be used by regional partners to support future funding applications, and future national assessments of regional capacity and capability, and facilitate wider discussions on active travel development with our stakeholders and partners.
